I understand that it is correct to configure the translation between 1.8V and 3.3V to [An=1.8V / Bn=3.3V], but can it also be configured to [An=3.3V / Bn=1.8V]?

The only requirement is that Vref_A is the lowest voltage (here: 1.8 V). The pull-up voltage at any I/O pin can be any voltage that is not smaller (1.8 V, 2.5 V, 3.3 V, 5 V).
