TPLD1201: GUI item for buffer

Hi David,

Buffers are not needed once internal to the device. Buffers are typically used to increase signal integrity and redrive a signal, but once you have passed an input pin a buffer would not be needed as the signal is being redriven inside the TPLD.

From people who are paranoid the LUT will output before the device has fully powered on.

This is not an area of concern from our team as the device only begins operating once the POR sequence has completed regardless.
