    If you are referring to VCC to GND, there isn't an immediate translator that comes to my mind that is able to support above 250mA. It is generally advised to stay within the recommended operating conditions, i.e the LSF0102 suggests <64mA during normal operation: 

    Other translators such as the AVC2T245, are rated up to only 100mA before damage to the device is certain:

    The general application is 3.3V to 3.3V, and the main requirement is directional controllability.

    Similar to this application, it requires two channels

  • What exactly are the conditions under which the latch-up is tested? Neither LVC nor LSF devices have clamping diodes from the I/O pins to VCC, so positive overvoltage will damage the device before a current flows in a controlled manner. I suspect that your solution would be any random buffer with external clamping diodes.
