Tool/software:

I have the CLKXX, LEXXX, and OEXXXX inputs all pulled up to 3.3V.  In that config, if I have random data applied to the TCK, TDI and TMS inputs, could this part possibly apply a voltage to the 2AX side of the transceiver?
