TPLD1202: GPIO state during programming via SPI

Hello Team,

i have a question about the state of GPIO pins during programming.
According to the datasheet the GPIOs are in high impedance mode during startup, until the power on reset is triggered.
In an unprogrammed device the pins should remain in high impedance mode, if I understand that correctly.

Can I be sure that all GPIOs (except the ones that I use for SPI) are staying in the high impedance configuration during the programming via SPI?
I wasn't sure because the datasheet implies that the programming is happening after the POR.
