SN74LVC1G08-Q1: Exposed Copper, test pins?

I am currently troubleshooting a PCB with this specific part being my suspect problem (more likely placement/solder than actual part defect). On some of the parts I am able to get continuity from the exposed copper piece to the GND test point on the board and others I am not. So, my question is, are these pieces of exposed copper intended to be connected to the GND pad on the bottom of the package as a "test point"?

  • When the mold compound is slathered onto the lead frame, this piece of copper is where the lead frame is held; it's cut off afterwards. It's just for mechanical support. The oxidation on the surface makes it unlikely that you get a good contact.
