Does this this table mean VCCA could be same with VCCB=3.3V?

I find some level shifter has requirement that VCCB need be at least 0.6V larger than VCCA. Doesn’t SN74AXC4T774-Q1 have this requirement?

Any update about the Q2?  

(2. The delay range between MIN and MAX is large, which will influence the signal quality in some extreme application conditions. For example, if using this to transfer SPI, if CLK, MISO and MOSI delay time is too different, will cause CLK edge data sampling errors. Do you have any corresponding files on this issue?)
