According to the datasheet of the SN74LVC8T245, it is recommended to tie all unused I/Os to GND.
If the direction does not change, should I still tie the unused I/Os to GND? I think it is sufficient to tie only the inputs to GND

You can leave unused outputs open.

But when /OE is low, and the supply voltage is too low for correct operation during power on/off, then the wrong side might be act as output.

That's correct, it's sufficient to only tie inputs to GND.
