I have used 54AC74 for frequency division (divided by 4) for 64MHz to get 16MHz Square wave output. The below are the results

The input to the flipflop is give from Nand gate IC.I am seeing ringing which is almost 300mV at the top. How do i reduce that ringing. Please let me know whether Is it the behavior of flip flop when we go towards higher frequency(65 to 70MHz) with division by 4?

Also in the datasheet of 54AC74 

Min and Max frequency  is given differently for switching characteristics and timing requirements. I want to use the flipflop to give clock frequency of 65MHz.Can anyone explain me what does it implies exactly.

    1. Ensure that this is not a measurement artifact. Use a ground spring instead of a ground clip with the oscilloscope probe.
    2. Ensure that you have proper decoupling. Please show the board layout.
    3. Properly terminate the line; the easiest way would be a 43 Ω source termination resistor.
