Yes, you can add any pull-up/-down resistor to a pin that is always an input.
Unused I/Os can be left open. You can add 100 kΩ pull-downs to ground on both sides if you want to prevent them from having opposite values for a short time during power up; see [FAQ] What should be done with unused I/O pins of the level translator devices?

We will respond to customers based on Clemens-san's advice.
Even if the pin is one-way, external pull-up/pull-down should be as recommended in the data sheet and application notes.
Unused I/O pins can be left floating without any problems.
