What is the max allowed resistor at Vcc = 3.3V?

In theory, there is no limit. In practice, you should not go higher than the graphs because the various leakage currents in your circuit will become noticeable and affect the charge time. (And the actual leakage currents depend very much on the temperature and the capacitor's architecture; to determine them, you'd have to measure yourself.)
