SN74ACT32: Output Status

Part Number: SN74ACT32

Tool/software:

Customer want to input the output (BLON signal, PWM signal) from a microcontroller to the SN74ACT32. If they connect it as shown below, what will be the output of the SN74ACT32 until the microcontroller starts working? *This IC is a TTL input, so I understand that it outputs L.  is it correct?
