is there anyone know the meaning of suffix "SE4"?

"NS" indicates the SOP package. "E4" has no meaning nowadays; see [FAQ] Why does a logic device's part number have an E4/G4 suffix? The absence of an "R" indicates tube packaging.
Just use the SN74LS107ANSR; it's exactly the same chip.
