SN74LVC1G04: Attemp to Build an Oscillator Circuit with an Inverter

Dear TI Experts or Gurus,

  We attempted to build a basic oscillator circuit of 24MHz crystal with a CMOS inverter as shown below, but somehow we cannot get the frequency that was expected to be 24MHz. Instead, we have got a square wave signal with a weird frequency of about 268kHz.  And we tried to tune load capacitors low to 10pF or high to 20pF, but both found no luck. 

        

  And we are quite sure that the 24MHz crystal component itself has no issue to output in a normal condition. Any suggestion on how we should carry on or is there anything we should take care for this inverter alone?

Really appreciate if someone can shed some light on this probelm.
