07cs31ke4 CD4017BE: Trying to use this Decade Counter as a channel gate control device, However after connecting the device by the approved schematic, the device does not Sequence through outputs and only stays on Q0 pin 3, will randomly sequence to Q1 when Clock pin contacts Q9 but no further. I've tried every combination of reset, Clock inhibit and Clock 1/0, resistors and caps. Power 5v. Any help on this matter would be appreciated, all 7 devices behave the same so it seems to be a bad batch. Thanks in advance for any help on this issue
