Hello Oliver,
Does power-down mean supply will be 0V? If so, the I/Os will become Hi-Z and prevent backflow current. Once supply is powered-up again, I/Os will no longer be in a Hi-Z state and the AVC8T will behave normally.

So when one is always powering on, and the other one power off and on again, is there any risk?

The mode of operation of the device is provided by Josh above. The I/Os will become Hi-Z and prevent backflow current. Once supply is powered-up again, I/Os will no longer be in a Hi-Z state and the AVC8T will behave normally. I do not see a risk in the operation here.
