Tool/software:

TO keep clarifying the question for the maximum power on the SN74AH244.. if the thermal resistance is used for this determination along with the derating delta of the part. or max junction 150 -25 = 125 delta . Which thermal resistance is used to divide this temperature change by? Junction to Ambient or Junction to Case. I know the average temperature of the PCB / PWB so Junction to case or junction to case bottom is best if that is acceptable.

    Such logic devices usually do not require cooling (through the PCB or even a heatsink), so the recommended operating conditions limit the ambient temperature, and you use the junction-to-ambient resistance.
