Hello Seijiro,
The risk is unwanted glitches on the output pins. Let's say VCCB was your output supply. If VCCB is powered first, there is a risk a glitch will be seen on Bx pins.
If there is a scenario where your output supply is powered first, I would recommend looking into SN74LXC8T245 instead. The power sequencing circuitry is more robust and supplies can be powered independently without generating a glitch.
