TXB0104: OE pin

Data sheet is a bit confusing does the OE pin require and external drive source? Some verbiage in DS makes it sound like it does but other times seems not, here is one example: 

the OE pin only has a pull down w no controller connection trace but also typ diagram shows the following: 

also DS states the The TXB0104 device is designed so the OE input
circuit is supplied by VCCA, does that mean the voltage is derived via VCCA automatically or does it require an external drive signal?

also this is stated: Output Enable (OE) Input Circuit Referenced to
VCCA

  • The OE pin must always be connected to a valid logic voltage.

    If you want to disable the outputs during power up, use a pull-down and force it up later with a GPIO. If you do not care about the states of the I/Os during power up, connect it directly to VCCA/B.
