Since the only carrier option for PWR is tube, no tape and reel information is given.

I don't think you understand the customer question correctly.
Customer is asking simply, customer is talking about SN74LVC8T245PWR this device which is a tape-and-reel part number, but NOT talking about SN74LVC8T245PW this tube part number; however, TI datasheet does not provide the SN74LVC8T245PWR tape-and-reel information, it is missing. So can you help to check?
