I need a 74xxx367 witch that has the Ioff = 0 partial power down feature. I do have 5V supply and TTL levels on input and output. Alternatively does PCA9534 have the same feature ?

The LV367 will have Ioff, However the inputs are Cmos. Its all we have in that function with Ioff. http://focus.ti.com/lit/ds/symlink/sn74lv367a.pdf

Another option would be to use something like the LV244AT http://focus.ti.com/lit/ds/symlink/sn74lv244at.pdf

I dont believe the PCA9534 has Ioff but I will forward this on for you.
