Could you please clarify if the test conditions for VOL and VOH specs refer to steady state current or peak current during a switching event?

The test condition specifies the current that the external test circuit draws, i.e., it's steady state. But if you have a capacitive load that happens to draw this particular peak current, then the output voltage specification also applies to that peak.
