SN74VMEH22501AGQLR Pad layout and Via's

I need to make a footprint for part number: SN74VMEH22501AGQLR.  The data sheet calls out ZQL (R-PBGA-N56) It talks about 3 vias without balls. There is no information on these vias as to size or whether we need route keepouts or anything. Do you have a pcb layout or more information on this footprint?
