It is acceptable for Logic devices to have unused inputs, but the inputs should be tied to ground and their respective outputs should be left floating. You can see this stated in the Recommended Operating Conditions of the datasheets. Take a look at [FAQ] How do I terminate any unused channels of a logic device? for more information.
I cannot speak for It is acceptable for MAX3243EIDBR because it is not a Logic device. You can ask questions about that device on its forum.
