Regarding the subject line part, I noticed in the datasheet that the part specifies the low level output current and voltage in the datasheet as shown below:
The datasheet does not specify the high level output current and voltage. On the main TI webpage for the part, the IOH is -32mA.
Does this follow based on the currents in the table above that -32mA is for Vcc=4.5V? -24mA for Vcc = 3V? etc...

This part is open drain and will have no high output drive. The drive will come from the pullup resistor used.
Open drain parts are either driving low or high impedance.
