TPLD1201: OD NMOS output IO7 behave as Push Pull

I set IO7 to OD NMOS output:

However, burned TPLD IO7 outputs as Push Pull. The following waveform is when IO7 H and L. I expected between VCC/2 and GND, but actually 3.3V and 0:

Test environment:

The samples, which I ordered by ICS to you, had a same result.
