Answered. This application will not work due to VIH of the part not being met in your design.
The typical standard is about .7*VCC = VIH (min). You need a latch with VIH (min) of 1V. This means you'd need an operating VCC of ~1.4V. The only latch we have that meets that standard is the SN74AUC16373, and you'd still need to operate at 1.4V VCC. If you need to operate at higher VCC, the best option we have is the TPLD801. This is a programmable device with optional low voltage inputs.

You could operate this device at VCC=3V and meet the VIH requirement.
