Could you help me understand the use of VccA over VccB in operational mode?

Can you run VccA and VccB at the same voltage?

Yes, for SN74AVC2T45, you can run this part when VccA=VccB, for this part, you can run it when VccA>=VccB or VccB<=VccB.

but please follow the Power-Up Considerations in the datasheet P9.
