interfacing +10Volts/GND to +10volts/-10volts

I am trying to control a 4016 (quad fet switch) (dual rail) with a single rail 319N (high speed comparator).

The 4016 is very choosy about its control voltage and the 319n appeared to have the pull-up open collector to +V rail.

But can the GND of the 319n be put to -V rail in order to have a dual rail output?

Basicaly the question is, is there a device that can contol +V/-V with a single rail control?

The CD4016 has a single rail control or a digital control. If you are swithcing +10V to -10V signal then a 0V to 10V signal on the control pin will switch it on and off.

The actual Vil is .9V and Vih is 7V when switching a +/-10 V signal
