CMOS CD4022B Octal counter

I am going to be using this logic chip in a project but I am annoyed by the pinout of the outputs.

Why are they not in a logical consecutive order (like 0, 1, 2, 3, 4, 5, 6, 7)? Most other IC outputs are.

It means routing the traces on the PCB to transistors that will drive LEDs is more complicated. Why couldn't the chip have been designed so that all the outputs are on pins 1 - 8 and VSS on pin 9 with pins 10 and 11 not connected. Even just swaping pin 7 and 9 would been an improvement.
