SN74AVCH4T245 - VCCA / VCCB 1.4V to 3.6v

In the datasheet of this part there is follow phrase:

"The SN74AVCH4T245 is optimized to operate with VCCA / VCCB set at 1.4 V to 3.6 V. It is operational with VCCA / VCCB as low as 1.2 V."

This means VCCA / VCCB = 1.4V to 3.6V (VCCA divided by VCCB)??

If that asumption is correct I cannot do a level shifting from 2.5v VCCA to 3.3v VCCB?
