I am planning to use 2 SN74AUP1G74 for a clock divider. Initially, I was planning to connect the FF to the 3.3V power supply directly. However, are there any precautions that need to be taken to protect against latch-up?

since I am developing electronic circuits, I never thought about latch up. Because it never happened. Thinking about latch up is ok when doing power electronics or doing something with the parts that is not supposed to do with. But if you just want to build a simple clock divider, latch up will not be important.
But: What do you mean with connect to the 3.3V directly?
