We have a 1.8V processor I2C bus that needs to connect to 2.5V and 3.3V devices.
Can we put two TXS0102E devices on the processor bus, one to our 2.5V devices, and the other to our 3.3V devices?

Yes, you can do this provided the 1.8V processor has the capability to drive 2 TXS0102E devices simultaneously.
Aside from the current sourcing ability of the processor, another limiting factor on this style of expanding your bus would be the total capacitance on the bus line. For 2 TXS0102E devices, there will be little added capacitance, but if the traces are long it is conceivable the bus capacitance could be exceedingly high.
