Could you please kindly let me know about SN74AVC8T245 ?
 
In the condition of Vcca=3.3V, Vccb=1.8V , tPLH=0.5ns(min) , 3.7ns(max) ( datasheet page 8).
If the signal is simultaneously input to the A1, A2.
B1 , B2 output time difference will be 3.2ns(max).
<Calculation>
tPLH : A1 ->B1  0.5ns
tPLH : A2 ->B2  3.7ns
Maximum difference of tPLH is 3.2ns. 
 
Is my understanding correct ?

    Your assessment is correct. WE do not characterize the skew between channels, so you can estimate the maximum skew by taking the difference of the minimum and maximum for your specific edge you are looking at.

    In your example, the maximum difference between channels (skew) should be 3.2ns (max).
