I am using sn74lvc245 for driving cmos input of other chip with 1.8V logic input.
I see in TI site that sn74lvc245 is LVTTL output.
but datasheet says VO= 0 to VCC, is it ok to drive the lvcmos 1.8V inputs?

It is OK if it meets the Vih levels of the CMOS part.
LVC245 will have CMOS outputs which is compatible with LVTTL. so it is LVCMOS/LVTTL compatible for outputs.
CMOS outputs will equal Vcc depending on load conditoins.

there is no exact VOH of 1.8V given in the datasheet. 1.65V VoH is given.
Is it possible to get the VOH of 1.8V?

driving 1 cmos load it will be close to Vcc.
From the datasheet you can use the 100ua load with make voh=vcc-0.2V
