Remove dc offset from monoshot pulse

I can not think of any reason there would be an offset.

Hi Anish, a lesson I learned when using similar ICs, is to map the values of the pins. That is, draw all the pins out on graph paper, and using a meter or scope, record the values of each pin. I've seen this issue before, and it had to do with us not biasing all of the pins correctly. Hopefully with a "map" of all the pin values, any obvious mistakes should stand out to you.
