This is a buffer and it does not state clearly in the datasheet. Does SN74LVC244A support a DC input(0 Hz)?

    Yes. All logic gates support DC inputs. An input above the specified VIH level is considered a logical "HIGH" input, and an input below the VIL level is considered a "LOW" input. The inputs to the logic gate must remain within the specifications listed in the Recommended Operating Conditions table in the datasheet.
