We are currently using the SN74LV08A with the following:

Vcc = 3.3V

1A (pin 1) = 3.3V

Can 1B (pin 2) safely be exposed to 5V given the above conditions?

If 1B is at 5V, will the output 1Y (pin 3) be 3.3V?

    Yes and Yes. From the part's absolute max ratings table, the input voltage can be anything from -0.5 V to 7 V. If you saw something like "-0.5 V to Vcc + 0.5 V" then there would be a problem with this.

    To additionally clarify - the inputs to the device are isolated from one another, so the voltage on each can be different. So long as both are within the limits of the part, you will get a valid output.

    As for the output, it is driven by Vcc, so whatever voltage you put on Vcc will show up on the output (for a HIGH output).
