    Hi eli,

    The short answer is: Yes, SN74LVC16244 will operate with a 16MHz signal.  

    The best way to estimate the maximum speed of a logic device is to find a clocked device in the same family.  In this case, SN74LVC374A is a D-Type flip flop that operates on the same technology as SN74LVC16244 (both from the LVC logic family), and that flip-flop can operate up to 100 MHz.  Since a flip-flop is far more complex than a buffer, you can be sure that the maximum frequency for the buffer will be significantly higher (and thus using the same value for fmax is safe).
