We have a need to use the shift register SN74LV595A at Vcc=1.8V

At TI data sheet the Switching characteristics are specified at 5V, 3.3V and 2.5V.

At NXP data sheet for 74LV595 Dynamic characteristics are specified at 3.3V, 2.7V, 2.0V and 1.2V

I remember there was some kind “second source” agreement between TI and NXP for 74xxx digital logic families.

Can TI offer us some solution for this shift register with operable Vcc=1.8V

I have filtered low voltage shift registers in the link below :

Although this is out of spec range for you , there is sn74HC595B which is offered in smallest package in the industry currently 2.5mm*2.5mm .

So LV595/HC595 cant be used for 1.8V. Correct?

yes , that's correct .
LV and HC595 are out of your desired Vcc range however , I gave the suggestion mentioning the same .
