customer report that there is "one" pulse missing in SN74LVC1G17 output. Any idea about this issue in SN74LVC1G17?

What are the voltage levels?
What is the value of the decoupling capacitor?

1) 1.8V signal for "A" of SN74LVC1G17 input and 3.3V output from "Y" of SN74LVC1G17

2) total 31.7uF deccoupling in 3.3V traces

According to the datasheet, for V_CC = 3 V, the positive-going input threshold voltage could be as high as 1.92 V.

The name "TXD" indicates that the input is not a slow-moving analog signal. So you should be able to replace the device with a level translator without Schmit trigger, i.e., the SN74LV1T34, which has a guaranteed threshold of at most 1.37 V.
