SCBA011 (LVC Characterization Information) has this:

The section "Partial Power Down" says:

To partially power down a device, no paths from V_I to V_CC or from V_O to V_CC can exist. With the LVC family, a path from V_I to V_CC has never been an issue. […]

The I_off protection is a feature of the output, not of the input. (And for an open-drain output, it does not matter anyway.)
