【Condition】
・Vcc+：15V, Vcc-：GND, Vin+：5V
・Start up measurement： Vcc+ is 0V to 15V, Vin+ is always 5V
Another question, is there comparator for 5V output when Low Vcc+ condition?
（For example, Vcc+： less than 2V）
