According to the TXS0104E data sheet, there is mentioned that all outputs are placed in the high impedance state if the OE pin is low.
So, does "the high impedance state" mean the internal 10kΩ pull-up resistors ?

Sorry for the delayed response. The TXS0104E High-Impedance state does NOT include the internal 10 kΩ pullup resistors.
The lab data below shows the measurement results where I grounded the inputs and enabled Hi-Z.

1.80V | 3.30V | 0V | 0V | < 1 µA | 180 µA |
VCCA | VCCB | OE | B1 | Measured current out of B1 | Expected current out of B1 if 10 kΩ path between B1 and VCCB |
1.80V | 3.30V | 0V | 0V | < 1 µA | 360 µA |
If there was a path through the internal 10kΩ resistors, then the current draw out of the pin would be approximately:
(1.8V - 0V)/(10000Ω) = 180 µA for pins A1 through A4
(3.6V - 0V)/(10000Ω) = 360 µA for pins B1 through B4
However, the lab measurements shows measured input current of < 1 µA.
