The device has clamping diodes to the positive and the negative supply rail. You can expect about 0.3V to 0.6V for the threshold that will turn on these diodes. So your input should stay within (Vss - 0.3V) and (Vcc + 0.3V). But since there isn't an exact value given, better stay within Vss and Vcc and you're fine. It is never a good idea to operate the device at it's absolute maximum ratings.

The abs max ratings state the input clamp current when Vi<0 and Vi>Vcc . TI doesn't guarantee performance for violating the recommended conditions and violating abs max can cause reliability issues.
