what is the leakage value, is it input leakage or switch on/off leakage? is it failing the datasheet spec or are you looking for lower leakage devices ?

OK test on leakag is 5nA、6nA、7nA、10nA

NG test on leakag is 82nA、25nA、33nA

I couldn't find the "on leakage" values , however the values are under the "off leakages datasheet limits" .
I would suggest to switch over to SN74LV4051A which works better than CD4051B at 5V. The CD4051B device starts showing non-linear numbers for Ron at lower voltages.
