If there is capacity problem in SN74LVT16244B , while we open input pin which is not used in SN74LVT16244B .

Do we must connect input pin(not used input pin)to GND?

If you do not connect the input signal pins that are not in use, what problems do you generated?
What are the problems that occur when you are not connected?

The logical state of a high impedance input is undefined and unpredictable - it may change at any time. This means your output will also change randomly according to the input. This causes unnecessary current consumption.

With your chip, if an OE pin is floating, it will randomly switch on or off (high-Z) the outputs.

CMOS inputs shall never be left open. You may want to read this Application Note.
