Failure mode of SN74LV08

I would like to know failure mode effect of SN74LV08 due to Credible catastrophic failure of the power supply, resulting in voltages above or below the specified operating voltage range of logic gate.

Typically, silicon logic devices will fail short. This is due to damage to the silicon substrate that produces a path for current to flow. In some cases, a large burst of energy can completely destroy a bond wire (or even destroy the silicon entirely), and the device will fail open.

What will be gate output voltage during fail short? will it follow supply voltage(Over voltage)?

In my experience, if the device survives the failure (ie it doesn't catch on fire or explode due to overcurrent from the internal short) then the supply voltage will appear on all pins of the device.
