Hello guy,

Datasheet http://www.ti.com/lit/ds/symlink/cd4044b.pdf page 1 Truth Tables shows S=0, R=0, E=1 Q= the double triangle.

Is this correct?

Yes. With S=0 and R=0, you get into a stable state which has the same output as S=1,R=0:

Note that when you release these lines, the latch will seek a stable state which could end up with an unknown output if you release both at the same time.
