Pin 4 is an output and can be left open.
Pin 5 is a CMOS input and must have a valid level; set it to logic 1 to disable the VCO.
C1 (at pins 6, 7) must be at least 100 pF (for VDD = 5V); I don't know if this is needed if the VCO does not run.
Pin 9 is an analog input, so I guess you can connect it to any valid voltage level.
Pin 10 is an output and can be left open.
R1 (at pin 11) must be between 5 kΩ and 1 MΩ; I don't know if this is needed if the VCO does not run.
R2 is optional, so pin 12 can be left open.
